Flexible Spending Accounts

Navia Benefits Solutions administers the District's Flexible Spending Accounts (FSA).

Navia Benefits Solutions

The following FSA information is for non-ATU employees only.

The District allows employees to set aside pre-tax money to help pay for eligible health and/or dependent care expenses.

The Healthcare FSA is designed to reimburse for out-of-pocket health care expenses incurred by you or your eligible dependents that are not reimbursable through any other benefit. Some examples of eligible expenses are prescription eyeglasses, and dental expenses. For 2024, the minimum annual employee contribution is $750, or $28.84 per pay period; the maximum annual contribution is $3,200, or $123.08 per pay period. These minimum and maximum contribution amounts are set by the District.

The Dependent Daycare FSA is designed to reimburse for expenses incurred to care for your dependent children age 12 and under, or your spouse or relative - 13 years or older - this is physically or mentally incapable of self-care and lives in your home at least 50% of the year, while you work. Some examples of eligible expenses are daycare and elder care. For 2024, the minimum employee contribution is $750, or $28.84 per pay period, and the maximum contribution is $5,000, or $192.31 per pay period.

Because of the tax advantages of FSAs, rules and limitations are clearly defined by the IRS (including eligible expenses). You should carefully estimate the amount you want to contribute. The IRS allows employees to carry over up to 20% of the maximum plan year contribution of unused healthcare expenses remaining (for 2024, up to $640) at the end of a plan year into a new plan year. The carryover may be used to pay or reimburse medical expenses under the FSA. If you have unused funds as of December 31, and you have re-enrolled in the FSA for the following plan year, the District will automatically roll unused Healthcare FSA funds (up to $640) to the new plan year (starts January 1). This change does not alter the maximum annual amount an employee can contribute to their Healthcare FSA.

The contribution election you make when you enroll generally must stay in effect for the entire fiscal year. You cannot increase, decrease or cancel your contributions during the year unless you have a change in family status (marriage, divorce, birth or adoption of a child, etc.).
